About the role
We have an exciting opportunity to join the Information Services Directorate as an IS Cost and Portfolio Analyst where you will be part of the Portfolio and Governance team supporting the department with planning, reporting, governance, and contract management.
The role involves supporting the coordination, creation, and maintenance of strategic (5-year), tactical (2-year), and annual IT investment plans. This includes planning, prioritisation, and governance activities from ideation to delivery. Additionally, the role entails optimising planning and forecasts by ensuring accurate cost and benefits data is available. This enables the modelling of the portfolio for value-based investment decisions, aligned with the Service Planning strategy.
You will provide insights for budgeting and review meetings, including supplier service reviews, Opex, and Capex reviews. Collaborate with managers to standardise data recording for financial reporting and benefit realisation across the portfolio. Manage strategic IS contracts, assist with planning and reporting, and identify risks and savings for large hardware and software contracts, while supporting annual license reviews and contract renewals.
You will oversee supplier relationships, conducting regular service reviews to manage performance and maximise business benefits from strategic contracts and suppliers. Additionally, you will govern and report on supplier performance, address any issues that arise, and provide analysis and insight to support decision-making processes.
You will also be responsible for analysing billing information from our suppliers to ensure accurate and timely payment for goods and services where appropriate whilst investigating any changes or discrepancies. You will provide insight on Opex and Capex budgets and provide support in maintaining accurate forecasts. Using this information, you will help identify required changes to plans and opportunities for efficiencies.
About you
We seek a self-motivated individual whose values align with our core values. You should have experience in governance, vendor management, IT programmes, or cost analysis, with strong people skills and attention to detail. You need planning, governance, and reporting experience in IT budgets, services, contracts, and projects. Your track record should include building lasting partnerships with internal stakeholders and suppliers.
You must understand cost analysis processes in technology, possess exceptional analytical skills, high attention to detail, experience with large data volumes, and advanced Microsoft Excel skills. Negotiation experience is also required. Basic knowledge of telecoms asset classes, billing methods, cloud computing, and SaaS models is a plus but not essential.
